Ukraine has updated mobilization exemption requirements — Shmygal

On Friday, November 15, the Cabinet of Ministers of Ukraine updated the criteria for exemption from mobilization. Starting December 1, all exemptions will be made through the Diia app.

This was announced by Prime Minister Denys Shmyhal via Telegram.

Exemption from mobilization

The Prime Minister stated that by November 15, an audit of companies and organizations designated as critical and entitled to exempt their employees was completed. The audit identified several issues requiring resolution.

Shmyhal noted that regional and sectoral criteria for determining the criticality of enterprises will now be coordinated with the Defense Ministry and the Ministry of Economy. Additionally, private sector companies must be free of budgetary debts to qualify for employee exemptions.

The average salary at the enterprise and for an exempted employee must be no less than 2.5 times the minimum wage.

"This will reduce the risk of abuse when companies hire a person for the sake of a shadow booking arrangement," explained Shmyhal.

In addition, starting December 1, all exemptions will be made through Diia. Every month, businesses and organizations will be monitored to ensure that they meet all the criteria.
