Which countries are most attractive for retirees in 2025

International Living has released its annual retirement ranking, which identifies the best countries to relocate to in 2025. The evaluation was based on seven key criteria, including housing affordability, visa requirements, cost of living, quality of healthcare, level of infrastructure, climate conditions, and ease of integration into the local community. So this year, the top five countries are the following:

  • Panama

Panama took the first place thanks to its Pensionado Visa program, which offers unique benefits for retirees with a monthly income of more than $1,000. The benefits include discounts on medical services, utility bills, transportation, and entertainment. In addition, Panama attracts with its picturesque Caribbean landscapes, ancient ruins and warm climate.

  • Portugal 

The second place goes to Portugal. Its mild climate, rich culture and coastline make this country an ideal destination for retirees. Lisbon and Porto remain popular cities for relocation.

Third place went to Costa Rica, known for its pura vida lifestyle. Friendly locals and numerous opportunities for outdoor activities, such as hiking and yoga, make this country attractive to expats.

Mexico was ranked fourth due to its large expatriate communities, rich cultural heritage, and warm human connections. Traditions and communities are especially valued here.

Fifth place goes to France, which attracts retirees with its charming villages in the south of the country. Here you can find numerous expat communities and enjoy the comforts of European life.
